Mataaf reopened but Umrah not yet allowed for any (even residents) | Corona Update

Updated: 1 April 2020 | Ibadat.pk | Umrah Desk: As the global fallout due to the disastrous coronavirus pandemic does not show any signs of easing, some parts of the world try and stagger back to normalcy by reducing the restrictions of lockdown. Following the royal order by King Salman bin Abdulaziz, Mataf (open white area immediately around the Ka’bah where tawaf takes place) has been opened as of yesterday (Tuesday, 31 March). However, this will only be limited to Groups of 50 that will be allowed on to the Mataf to make just 1 Complete Tawaaf. Entrance will be restricted to Bab-e-Fahad (the King Fahad door).

Closing of Mataaf, completely disallowing Umrah for any one (locals and international Zaireen), imposing curfew, suspension of prayers at All Mosques (Except Masjid Al Haram in Makkah and Masjid Nabvi in Madinah), were all part of the many swift measures taken by the Saudi Government curb the spread of the virus by to adhering to the guidelines of social distancing.  Due to this spread of the virus in Saudi has been well controlled (To date: 1,536 confirmed cases, 10 fatal cases).

Updated Protocols for the Two Holy Mosques

According to sources in Saudi Arabia, provided below are the current restrictions in place for any one (only current residents allowed) planning to visit Masjid Al Haram (Makkah) and Masjid Al Nabwi (Madinah)

Restriction on worshiper visiting Masjid Al Haram (Mecca):

  1. Worshippers will not be allowed inside Masjid Al Haram for the duration of curfew (3 PM – 6 AM).
  2. Worshippers will not be allowed to pray on the roof, courtyards or the entire King Abdullah extension
  3. All prayers will continue as normal (Behind closed doors during curfew time)
  4. Tawaf will be limited to Groups of 50 that will be allowed on to the Mataf to make just 1 Complete Tawaaf.
  5. Umrah remains suspended until further notice for everyone.
  6. People wearing Ihram will not be allowed inside Masjid Al Haram
  7. All Zamzam Fountains and coolers are closed
  8. No one will be allowed to Sleep or perform Itikaf.

Restriction on worshipers visiting Masjid Al Nabawi (Madinah):

Masjid Al Nabawi will remain closed for all worshippers and visitors until further notice. – Prayers will continue to be led with small congregation behind closed doors.


Coronavirus Update from Minister of Hajj Saudi Arabia

Updates by Minister of Hajj (Saudi Arabia)

  1. The Minister of Hajj reported that they have completed the inspection of the Hotels in Makkah
  2. All the Pilgrims (Umrah Zaireen) that couldn’t go back to their countries because of the lockdown will be given the 5 Stars Hotels, Medical Assistance, Counselling Assistance etc. They will be also taken care of as long as it is necessary.
  3. Only a small number of people will be allowed to preform Tawaaf as precautionary measures.
  4. He also reported that all booked Umrah packages and visa have been refunded, and everyone got their money back.
  5. The Minister of Hajj has also called upon all the nations to delay confirmation on all work related to Hajj until the situation improves. It is too early to decide, so the decision will be made when the time comes closer to Hajj.

Coronavirus – Safety precautions as prescribed in the Quran and Sunnah

The World Health Organization (WHO) has declared a state of emergency due to the outbreak of coronavirus (CoV) and the sooner we accept that these are extraordinary times which require unprecedented measures, the better it will be for us to combat this pandemic.

It goes without saying that many of the measures recommended by WHO, have already been recommended to us by Quran and teaching of Prophet Muhammad (PBHU) centuries ago.

Our aim here at Ibadat.pk is to not stir up any controversial debate (as our core goal is provide unbiased opinion [specifically in realm we operate in that is religious travel and related services] – however this public service message was also deemed mandatory), hence we will touch up on advice as simply prescribed in the Quran and Sunnah.

Pandemics: Advice from the Quran and Sunnah

Islam has a unique way of dealing with outbreaks in two stages; i.e. before (proactive / precautionary) and after (reactive) the outbreak of the disease.

1. Cleanliness | Doing regular Wudhu (Wudu) & frequent washing of hands

Islam places a very high value on cleanliness as Prophet Muhammad (PBUH) said:

“Purification (Cleanliness) is half of faith.” (Muslim)

Muslims, around the globe, enact this value by the performance of Wudhu (at least 5 times a day). The importance of cleanliness is evident now more than ever, when global health organizations like the WHO are recommending frequent washing of hands to kill viruses.

The Wudhu is also a way through which our hands and various parts of the body get cleaned on a regular basis. A person preforming wudhu is not only cleaning their hands but also all body parts potentially exposed.  The process of gargling and cleaning the inside of nostrils with water provides additional protection.

Islam made ablution a pre-requisite for the validity of prayers and Wudhu carries great reward as mentioned in the following hadith:

“He who performs the Wudu perfectly (i.e., according to Sunnah), his sins will depart from his body, even from under his nails.” [Muslim].

Therefore, wudu (ablution) is one of the ways of protecting our bodies from diseases and viruses and being in a constant state of wudu will help protect us.

2. Covering mouth while coughing or sneezing | Practice respiratory hygiene

Good respiratory hygiene means covering your mouth and nose when one coughs or sneezes. This is another advice given by the WHO as a protective measure for protection from coronavirus.

Interestingly, this was also practiced by our Holy Prophet Hazrat Muhammad (SAW).

“Whenever the messenger of Allah sneezed, he would cover his mouth with his hand or a piece of cloth.” [Abu Dawud and At-Tirmidhi]

3. Social Distancing | Staying at Home

One of the objectives of the Shariah is the preservation of the soul. Therefore, everyone must take all necessary measures to protect themselves against any harm. Not only one has to protect themselves but it is one’s religious and moral duty to protect the lives of others. As our beloved Prophet (ﷺ) said,

“If you hear of an outbreak of plague in a land, do not enter it; but if the plague breaks out in a place while you are in it, do not leave that place.” [Bukhari]

Social Distancing is the best way to prevent the spread of Coronavirus! Muslim countries around the world have restricted congregation of all sorts (not limited to prayers). In unprecedented moves to limit the spread of the corona-virus, Saudi Arabia closed down all of its mosques for the customary five daily prayers, cordoned off Mataaf (open white area immediately around the Ka’bah where tawaf takes place) and completely disallowed Umrah for every one (locals and international Zaireen) on 19th March 2020.

Productive Things Muslim Can Do While In Quarantine

Here a few things Muslims can do to while in quarantine at home.

  1. Establish Salah (prayers) in your homes regularly maintaining proper social distancing.
  2. Listen to the Holy Quran recordings instead of recitation.
  3. Recite Astagfirullah frequently
  4. Use Miswak to keep your mouth clean.

Stay at home to keep yourself and others safe.


Other things we should be mindful of during these testing times

Hoarding (consequently over eating)

We should be considerate of our community at large and avoid panic buying and hoarding of food and essential supplies. Over stocking of food items results in shortage and further panic. It also results in overeating at personal level.

Islam urges Muslims to be moderate in consuming lawful food and drinks. Miqdam bin Madikarib said:

“I heard the Messenger of Allah (ﷺ) say: ‘A human being fills no worse vessel than his stomach. It is sufficient for a human being to eat a few mouthfuls to keep his spine straight. But if he must (fill it), then one third of food, one third for drink and one third for air.’” [Sahih (Darussalam)]

Remembering that this is Test from Allah and a chance to strengthen one’s faith

When a Muslim is afflicted with a certain disease, they have to look at it as a test from The Almighty. Abu Yahya Suhaib bin Sinan (May Allah be pleased with him) reported that:

The Messenger of Allah (ﷺ) said, “How wonderful is the case of a believer; there is good for him in everything and this applies only to a believer. If prosperity attends him, he expresses gratitude to Allah and that is good for him; and if adversity befalls him, he endures it patiently and that is better for him”. [Muslim]

Medicines and Precautions are equally as important as Duas

Islam orders Muslims to seek medication. As narrated by Usamah ibn Sharik:

I came to the Prophet (ﷺ) and his Companions were sitting as if they had birds on their heads. I saluted and sat down. The desert Arabs then came from here and there. They asked: Messenger of Allah, should we make use of medical treatment? He replied: Make use of medical treatment, for Allah has not made a disease without appointing a remedy for it, with the exception of one disease, namely old age. [Sunan Abi Dawud 3855]

Reciting Duas to protect oneself

It is an act of sunnah to recite the following dua (supplications) to protect oneself from infectious diseases (like coronavirus):

Prophet Muhammad (PBUH) used to say:

اللَّهُمَّ إِنِّي أَعُوذُ بِكَ مِنَ الْبَرَصِ، وَالْجُنُونِ، وَالْجُذَامِ، وَمِنْ سَيِّئِ الأَسْقَامِ

ALLAHUMMA INNI AUDHUBIKA MINAL BARSI, WAL JUNOONI, WALJUZAAMI, WA SAYYIL ASQAAM

Oh ALLAH I seek Your refuge from leprosy, Insanity, mutilation and from all serious illness.


Guidance in Hadith Pertaining to the Spread of Deadly Diseases (COVID-19)

Hadith of Prophet Muhammad ﷺ that were gifted to us centuries ago are extremely relevant today:

1) QUARANTINE is a Prophetic ﷺ advice.*

“Run away from the leper (the one with contagious ailment) as you would run away from a lion.”
(Bukhari Volume 7, Book 71, Number 608)

2) SOCIAL DISTANCING is a Prophetic ﷺ command.

“Those with contagious diseases should be kept away from those who are healthy.”
Bukhaari (6771) and Muslim (2221)

3) TRAVEL BAN is a Prophetic ﷺ teaching.

“Do not enter a land where the plague (contagious ailment) has broken out ; don’t leave from where it has broken out”
Bukhaari (5739) and Muslim (2219)

4) DON’T HARM OTHERS, if you have symptoms.

The Prophet ﷺ said: “Do not cause harm or return harm.”
Sunan Ibn Mājah (2340)

5) STAYING HOME is a Prophetic teaching

“Those who stay at home to protect themselves and others are under the protection of Allah.”
Musnad Ahmed, Saheeh

6) If necessary, HOUSE IS A MASJID.

The Prophet ﷺ said: “The entire earth has been made a Masjid, except graveyards and washrooms.”
Tirmidhi (al-Salaah, 291)

7) THERE’S CURE; patience is the virtue

The Prophet ﷺ said “There is no disease that Allah sent without sending for it a cure.“
Bukhari (Volume 7, Book 71, Number 582)

8) Let’s TREAT; ALLAH WILL CURE

The Prophet ﷺ said: “Every disease has a cure. If a cure is applied to the disease, it is relieved by the permission of Allah.”
Muslim (2204)

9) Covering face is a Prophetic ﷺ teaching

Prophet (ﷺ) while sneezing, would cover his face with his hand or with his garment,”
Abu Dawud; Tirmidhi (Book 43, Hadith 2969), Sahih

10) WASH HANDS every time you enter home.

The Prophet ﷺ said: “Cleanliness is half of faith.”

11) HOME QUARANTINE is a Prophetic advice

“The plague (contagion) patient who remains in his home with patience and expectation of reward, knowing that nothing will befall him other than Allah’s decree will attain the reward or a martyr“

Synopsis: The menace of Coronavirus

Global pandemics are not new (The Spanish Flu, Plague of Europe, SARs, Ebola etc), however an epidemic like coronavirus has never be seen before due the it highly contagious nature and in many cases being symptom-less in patients for a considerable period.

As on 28th March 2020 there have been a total of 1,296 cases detected in Pakistan (with 11 fatal cases) and 1,104 cases detected in Saudi Arabia (with 3 fatal cases).

Response of the Pakistani Government to the current pandemic

Pakistani Federal Government has been a bit slow to react and provincial governments have taken up most of the charge by locking down provinces. However, at the federal level, Pakistani Government has taken a good timely decision to suspend all International flight operations and now domestic flight operations to curb the spread.

Response of the Saudi Government to the current pandemic

The Saudi Government has been very swift in taking strict action as compared to the Pakistani Government and taken measures like suspension of prayers at All Mosques (Except Masjid Al Haram in Makkah and Masjid Nabvi in Madinah), not allowing entry to all international Umrah Zaireen, imposing curfew in cities from 7pm to 6am and temporarily banning all travel from several nations including Pakistan .

Will Hajj 2020 also get cancelled in light of the current situation?

If current crisis doesn’t ease up then drastic measures might be taken but we have to wait for any update from the Saudi Government. As yet there has been no decision taken regarding the future of Hajj 2020, however Saudi Arabia on Thursday [26 March] has sent directives to Pakistan stating that any Hajj preparation work should be temporarily halted due to the coronavirus panic.

Saudi Govt has not yet taken any decision to call off Hajj 2020

 

Updated: 27 March 2020 | Ibadat.pk | Hajj Desk: After the recently flurry of messages on social media and WhatsApp (regarding cancellation of Hajj 2020), Minister of Religious Affairs, Pir Noorul Haq Qadri held a press conference on Thursday (26 March) in which he clarified Saudi Arabia has not yet taken any decision to call off this year’s Haj, putting an end to rumours that Riyadh has decided to cancel the event due to the coronavirus outbreak.

“Saudi Arabia has only told us not to finalise any Haj-related agreement for the time being. A final decision will be taken by King Salman himself,” Pir Noorul Haq Qadri told the press conference.

Directives by the Saudi Government Regarding Hajj 2020

Saudi Arabia on Thursday has sent directives to Pakistan stating that any Hajj preparation work should be temporarily halted due to the coronavirus panic, according to a letter received from the Hajj Ministry of the kingdom. Religious Affairs Minister Noor-ul-Haq Qadri consequently halted work on the upcoming Hajj agreement.

Saudi Haj Minister Dr Mohammad Saleh bin Taher had advised the government not to finalise any agreement regarding hotels, provision of food and transport arrangements during this time as the matter at hand is uncertain due to the lockdown and containment measures against the novel coronavirus.

Ongoing monitoring of the dire situation to decide the fate of Hajj 2020

In the letter, Dr Mohammad Saleh said the Saudi government was monitoring the situation and would get in touch with Pakistan as soon as it felt that the virus outbreak had eased.

“The government has conveyed the Saudi message to all Haj operators and put on hold arrangements for the time being,” the minister said.

“But we are in touch with the Saudi Haj and Umrah ministry.”

Government Hajj 2020 Training Programs delayed

Since Hajj complex in Islamabad had been converted into a quarantine centre, the training of government hujjaj stod suspended – according to the press conference held by Pir Noorul Haq Qadri

The Ministry of Religious Affairs had conducted Haj ballot for the government scheme last month which saw a 31% reduction in year on year government Hajj Applications, but this was not due to coronavirus fear.

Has Hajj 2020 really been cancelled?

 

Recently there has been flurry of images (regarding cancellation of Hajj 2020) making rounds on social media accompanied by the following short message in English and Urdu:

سعودی حکومت نے اس بات کی تصدیق کی ہے کہ اس سال حج منسوخ ہو سکتا ہے اور تمام حج کمپنیوں کو کہا ہے کہ کسی بھی طرح کا کوئ معاہدہ نہ کریں کسی ہوٹل کسی معلم یا کسی ٹکٹ کا

The Saudi government has confirmed that this year the Hajj may be cancelled and has asked all Hajj companies not to make any deal with any hotel, trainer or ticket.

The reference for this image in question is the following notification:

Without questioning the authenticity of the above notification, it needs to be clarified that the above notification is NOT BY THE SAUDI GOVERNMENT, but by Omani Government which is advising its Hajj Group Organizers and Operators to delay making payments for hotels, transport companies and Maktab’s for Hajj 2020 as there is yet no clarity on how things will proceed.

The official stamp at the bottom of letter is of the Government of Oman and the letter is merely asking its agents to delay the process of doing agreements for its hujjaj.

Ministry of Hajj in Saudi Arabia is yet to announce any policy for Hajj 2020 in light of the ongoing pandemic COVID-19 and there has been misrepresentation of the above letter due to it being in Arabic.

We request people not to forward such letters under false pretences as this just fuel’s anxiety and panic.

It is pertinent to mention here that Saudi Government as yet has been very swift in taking strict action to curb the menace of Corona Virus like suspension of prayers at All Mosques (Except Masjid Al Haram in Makkah and Masjid Nabvi in Madinah), not allowing entry to all international Umrah Zaireen, imposing curfew in cities from 7pm to 6am and temporarily banning all travel from several nations including Pakistan . PIA Temporarily Suspends All International Flights Over Corona Virus Fears

Update:  Complete Temporary Air Space Closure of Pakistan

TRAVEL ADVISORY – NOVEL CORONA VIRUS DISEASE (COVID-19)
ISLAMABAD: The WHO has declared COVID-19 a pandemic. Most of the countries have now reported cases of COVID-19. The Government is making all-out efforts to deal with a rapidly evolving situation which is a challenge, not only for Pakistan but the whole world. Proactive, comprehensive and coordinated steps continue to be taken to curtail the spread of COVID-19, with a view to ensuring safety and security of our nationals and people traveling to and from Pakistan.
2. As the situation evolves, the Government continues to review the measures/ arrangements in place, including the WHO recommendations to keep its population safe.
3. Against this backdrop and after carefully examining all options, the Government of Pakistan has decided to suspend operation of all international passenger, chartered and private flights to Pakistan, effective from 21st March 2020 (2000 hrs PST) to 4th April 2020 (2000 hrs PST). This is a temporary suspension imposed due to exceptional circumstances. Upon resumption of international passenger, chartered and private flights to Pakistan, RT-PCR test certification from points of origin will not be mandatory.   
4. Diplomats and special/ cargo aircrafts are exempted from the conditions above. However, they will be subjected to appropriate health screenings on arrival. They can also be isolated / quarantined as per advice of health professionals.
5. The Government of Pakistan is fully committed to ensuring the safety and security of its people. COVID-19 is a global challenge entailing a global response. Individual responsibility is critical for collective security. Your safety lies in keeping others safe.

21 March: In an effort to curb the spread of corona virus, Pakistan International Airlines (PIA) has suspended all international operations. This was announced earlier today by several news channels, PIA’s official facebook page has also issued the notification.

Kindly note: that these are just assumptions based on opinions of with in the industry and there is no confirmation from any source about any reduction in Quota. Nothing can be confirmed until things settle down and Umrah Visa issuance is revived by the Saudi Government.

Is it true that, Coronavirus Could Very Well Slow by the Summer, increasing the chances of Hajj 2020 moving ahead as planned?

According to Bloomberg: Evidence is starting to emerge that temperature and humidity do make a difference in the ability of the virus to infect large numbers. That should give health services hope for some respite as summer spreads across northern temperate regions, aiding the ability to plan for renewed outbreaks once winter rolls around.

However, the above evidence is yet to be widely tested and scientific confirmations about the above will need some time. If it is true, then due to extremes of temperatures being reached in a hot and dry country like Saudi Arabia, virus spread might be curtailed.

What are some of the health precautions recommended for people intending to travel for Hajj in 2020?

Ibadat Hajj Desk Recommends the following precautions:

1. All immunizations should be up to date of travellers going to perform Hajj. These includes: Hepatitis A and B vaccinations, flue shots and as well as Polio vaccinations

2. Carry sanitizers, medical gloves, face masks, cold, cough and diarrhoea medication, and inhalers for asthmatic patients for emergency situations

3. Due to extremes of temperatures being reached in a hot and dry country like Saudi Arabia, all Pilgrims are requested to move to the cool area and seek medical assistance when faced with dizziness or dehydration

Has Hajj Quota ever been reduced by the Saudi Government?

Yes! Kingdom of Saudi Arabia had decreased quota of Pakistani pilgrims (and other hujjaj from around the world) by 20 percent in 2013 due to construction work for the extension of Masjid Al-Haram. The reduction in quota was implemented from 2013 till 2016 after which it was restored to its original amount.

Have residents of a country ever been barred from preforming Hajj?

The most recent case was in 2016, when Iranian pilgrims did not attend Hajj after the two countries Saudi Arabia and Iran failed to agree on security and logistics. Stampede of 2015 was cited by the Saudi Government as a reason for this measure.

What Happens when Quota of Private Hajj Packages 2020 from Pakistan get reduced?

Private Hajj Organizers from Pakistan, book Hajj Packages on first come first basis. Same will be the case for Private Hajj Packages 2020 from Pakistan. In case of reduction of Quota, Private Hajj Organizers will choose the potential hujjaj who registered their interest first and will have to refund money for those Hujjaj who they are not able to take with them due to the reduction of Quota. If you plan to go for Hajj in 2020, it is advisable to register your interest sooner than later, inorder to ensure your seat is saved in the Hajj Group.

Will ban on Umrah Continue for the reminder of the season 2019 - 2020?

It was initially expected that the temporary ban on Umrah will be lifted by Mid of April. But with new events coming to light, earlier assumptions of Umrah Commencing by March End / Mid-April are not looking likely.

Some industry experts believe that Umrah might not be allowed for international travellers for the rest of the season with some saying it might open for Ramadan 2020 if things settle down in the next 15 days.

. Kindly note confirmation about any of this cannot be provided until Saudi Government provides further details. However it is advised to not book any Umrah Packages until there is more clarity on the provided by the Saudi Government.

Saudi Arabia suspends prayers at all mosques (except at Masjid Al Haram and Masjid Nabwi ) over Coronavirus fears

RIYADH (Reuters) – Saudi Arabia said on Tuesday that mosques would no longer be open for the customary five daily prayers or Friday congregations, an unprecedented move to limit the spread of the corona-virus which has infected 171 people in the kingdom. Prayers will only continue at the two holy mosques in Mecca (Masjid Al Haram) and Medina (Masjid Nabwi), the holiest places in Islam, state news agency SPA reported, citing the kingdom’s top clerical body.

Mosques will temporarily close their doors but will continue to issue the ritual call to prayer (Adhan | Azan), which will direct people to pray in their homes rather than come to the mosque.

Saudi Arabia has been swift to take drastic steps to try and slow down the spread of the virus, including suspending the Umrah pilgrimage, halting international flights, and closing schools and most public establishments.

The kingdom previously suspended work for government employees, except in the health, military and security sectors.

The central bank said it had activated business continuity plans and work-from-home measures for financial institutions. The Council of Ministers postponed its regular meetings for two weeks, media reported.


Will ban on Umrah Continue for the reminder of the season?

It was initially expected that the temporary ban on Umrah will be lifted by Mid of April. But with new events coming to light, earlier assumptions of Umrah Commencing by March End / Mid April is not looking likely.
It is now rumored that Umrah might not open until Ramadan 2020, with some people saying that Umrah might not be allowed for international travelers for the rest of the season. Kindly note confirmation about any of this can not be provided until Saudi Government provides further details. How will Hajj 2020 be impacted by Corona Virus?

It is looking increasingly likely that Saudi Government may reduce Hajj Quota of different countries in an effort to manage the spread of virus. If this is the case then the over all Hajj Quota from Pakistan may be reduced and hence Quota of Private Hajj Organizers will also be brought down from its original level. This means that the availability of Private Hajj Packages for 2020 in Pakistan will go down. Approx 31% reduction in Government Hajj Applications! Is it because of Corona Virus fears?

Ibadat Hajj Desk | Karachi: Pakistan’s Ministry of Religious affairs on Thursday announced balloting results of Government Hajj Applicants (successful applicants will travel for Hajj on government scheme later this year).

According to some news sources (like The Express Tribune)  Hajj balloting this year saw lesser number applications than last year because of the fears over coronavirus.

However, Religious Affairs Minister Noorul Haq Qadri refuted this claim. And we believe he was right in doing so.

Sharp decline in Government Hajj Applications after 2018

If you analyse previous year’s figures of Government Hajj Applications, you will notice a sharp decline in numbers after Hajj 2018.

This is mainly attributed to sharp increase in government Hajj Package prices, which increased by approximately 40% after PTI government took charge. Hajj price increase was a result massive decline in Pakistani Rupee’s value (Read more: Impact of Exchange Rate Fluctuation on Hajj Package Price) .

Furthermore, sever economic downturn in the country over the past two years, has diminished the capability of masses to pay for this religious obligation (which is not deemed mandatory for people who don’t have the financial capacity to undertake the holy journey).

Government Quota Vs Private Hajj Quota

This year, a total 179,210 Pakistanis will perform Hajj, including 107,526 under the government scheme and 71,684 under private scheme. This is the current allocated quota however there are fears that if the ongoing pandemic is not brought under control in a couple of months, Saudi Government might reduce quota in an effort to battle the virus.

It remains to be seen if such a measure will be taken or not and if so, in what proportion quota will be reduced between Private Hajj Organizer’s and Government.

Mr Noorul Haq Qadri, Religious Affairs Minister, has urged people not to spread rumours.

“We all have faith that there will be no epidemic in holy cities of Makkah and Medina,” he said. “We are in touch with the Saudi Ministry of Hajj and they have assured that they would take us into confidence before making any decision”.

Overview of Government Hajj Balloting this year:

A total of 86,765 intending pilgrims were picked through general balloting out of 149,295 applicants. Last year, the ministry had received 216,623 applications from across the country, while total quota of Pakistani pilgrims was 184,210.

Under the government scheme, 86,765 were selected through the ballot, while 18,648 was declared successful without balloting. A total of 10,000 spaces were allotted to the aspiring pilgrims, who are 70-year-old or above. A total of 12,840 applications were received from 70-plus aspirants. The remaining 2,840 has been included in general balloting.

Those selected without balloting included 7,648 people who failed on three previous occasions. Also a quota of 1,000 had been allocated to the overseas Pakistanis. There have been 1,286 applications from overseas Pakistanis – 286 applications given a chance at the general draw.

Further procedure for Successful Government Hajj Applicants

Government Hajj applicants were being informed about their success or failure via SMS, while the ballot results would be uploaded on the ministry’s website: mora.gov.pk; and hajjinfo.org.

The successful applicants are required to submit medical certificate to their relevant bank branches by March 19.

The date and time of biometric from Etimad Centres will be announced soon. The unsuccessful applicants could get their money back from their relevant bank branch from Friday according to information provided by MORA.

Saudi’s temporary suspension of all travel from Pakistan and Other Countries brings the fate of the Rest of Umrah 2020 season into Question

RIYADH: Saudi Arabia temporarily suspended travel of citizens and residents and halted flights with several states including Pakistan after corona-virus was labelled a “pandemic” by the World Health Organization, state news agency Saudi Press Agency (SPA) said on Thursday citing an official source at Interior Ministry.

This is an additional directive issued after initial suspension by Kingdom that extended to just  the entry of Umrah Pilgrims over Coron-avirus fears.

Exemptions to Temporary Travel Ban

Saudi Arabia also suspended passenger traffic through all land crossings with Jordan , while commercial and cargo traffic is still allowed, and the passage of exceptional humanitarian cases. The decision excludes health workers in the Kingdom from Philippines and India, and evacuation, shipping and trade trips taking necessary precautions.

Saudi Arabia has so far 45 confirmed coronavirus cases. “Further to the decision of the Government of the Kingdom of Saudi Arabia to temporarily suspend travel of citizens and expatriates to a number of countries where the threat of the spread of the Novel Coronavirus (COVID19) appeared, the SPA stated.

Hajj Organizers bear the brunt of Corona Virus

According to a source, hundreds of Canadians who had made Hajj booking with tour operators with non-refundable deposits (thousands of dollars per person) are cancelling their plans, while Hajj operators are facing bankruptcy. Who will pocket the deposited thousands is not clear though. It is important to mention here that many Private Hajj Organizers  pay a portion of costs as a token to Hotels in Saudi Arabia and Maulimeen (people who manage Maktabs – tent spaces in Mina and Arafat) so that they reserve spaces before bookings of Hajj Packages start.

Will Hajj Organizers in Pakistan give me a refund if Hajj 2020 gets cancelled due to Corona Virus?

Generally in Pakistan (with trust worthy Hajj Group Organizers) if cancellation is due to force majeure or reduction in Hajj Quota, the organizers try and get refunds on behalf of their clients and refund the total amount to hajj organizers (important: kindly check with your Hajj Operator before making any payments). However its a different story if potential Hujjaj themselves are unwilling to travel and the actual hajj package is going ahead as scheduled. In times like these, it is advisable to do the following:

  • Check Refund Policy of Hajj Organizer before registering interest. If there is any doubt of your money getting stuck, do not pay cash!

Saudi Arabia suspends entry for Umrah Pilgrims over Coronavirus fears

27 Feb 2020: Saudi Arabia has placed a temporary ban on Umrah pilgrims in an attempt to ensure public safety by preventing the spread of the corona-virus.

It is one of the several precautionary measures announced early on Thursday as health authorities in the Kingdom closely monitor the spread of the virus. Tourist-visa holders from countries judged to pose a particularly high risk of spreading the virus will also be denied entry. From Pakistan Visitor Visa holder to Saudi and people wanting to get visa on arrival for Umrah will also not be allowed. Restriction on GCC Countries

In addition, Saudi nationals and citizens of Gulf Cooperation Council nations will not be able to use a national identity card to travel to and from the Kingdom for the time being. Exceptions to this shall be granted to Saudis returning home, and citizens of GCC countries who are in the Kingdom and want to return to their home countries, provided that they left or entered the Kingdom using a national identity card.

Health authorities at entry points will verify which countries travelers visited before arriving in Saudi Arabia and apply all necessary precautionary measures.

How long will the current situation last?

Saudi officials stressed that the restrictions are temporary and will be continuously reviewed by the health authorities. They reiterated the Kingdom’s support for and implementation of international efforts to limit the spread of the virus, and the Foreign Ministry urged citizens not to travel to the countries worst affected by the corona-virus.

Nearly 7 million Umrah pilgrims visit the Kingdom each year, the majority of whom arrive at airports in Jeddah and Madinah.

Detection of Corona-Virus’s in Saudi Arabia

Earlier, it emerged that seven Saudis are among the latest corona-virus cases in Bahrain and Kuwait. The Bahraini Ministry of Health on Wednesday said six Saudi women has tested positive for the virus.

They had arrived at Bahrain International Airport on a flight from Iran. The total number of confirmed cases in the country stands at 26. Studies at schools and universities have been suspended for two weeks in an effort to limit the spread of the virus.

Kuwait announced the first case of a Saudi citizen infected by the virus. The man, who had arrived in the country from the Iranian city of Mashhad, has been placed in quarantine for 14 days. There have been 26 confirmed cases of the virus to date in Kuwait.
